1. Starting with 15.05.2020, in commercial spaces, means of public transport, at work and in other enclosed spaces, you must always wear a mask, so that the nose and mouth are covered.
  2. In order to prevent the spread of SARS-CoV-2 infections, the organization and holding of rallies, demonstrations, concerts or any other gatherings in open spaces, as well as cultural, scientific, artistic, sporting or entertainment activities, gambling, fitness activities, swimming pool activities and indoor spa activities, will be prohibited, with the following exceptions:
    1. the activities organized by the servants of religious cults, with the participation of the public, which take place only outside the places of worship, as well as the private practices and rituals inside the places of worship (with the participation of a maximum of 16 people) are carried out in compliance with established prevention and protection. Religious services held in public spaces, outside places of worship, are not considered public gatherings;
    2. personal care activities carried out in specially designated areas and in compliance with prevention and protection measures;
    3. cultural activities carried out in the specially designated spaces, respectively at the level of museums, libraries and exhibition halls that are carried out in compliance with the prevention and protection measures;
    4. outdoor recreational sports activities, such as cycling, hiking, running, boating, mountaineering, hunting, fishing and the like, which are carried out with the participation of up to 3 people who do not live together.
  3. The activity of serving and consuming products in the common dining areas inside restaurants, hotels, motels, boarding houses, cafes or other public places, as well as on the terraces outside these locations, is temporarily suspended. Activities for the preparation of food, as well as for the marketing of food and alcoholic and non-alcoholic beverages, which do not involve customers remaining in the spaces intended for this purpose, such as drive-in, room-service, customer delivery, “Take-away” etc. are an exception.
  4. The activity of retail sale of products and services in shopping centers with a built area of more than 15,000 sq m, in which several economic operators operate, is temporarily suspended. Exceptions:
    1. sale of food, veterinary, pharmaceutical products, medical optics products and services and cleaning services;
    2. the sale of electronic and household appliances, only if the economic operators ensure their delivery to the buyer's domicile / headquarters;
    3. the activity carried out by the economic operators within the shopping centers that have the access provided directly from outside the premises and the communication with the rest of the complex is interrupted
  5. The entry on the territory of Romania, through the crossing points of the state border, of foreign citizens and stateless persons is prohibited. Exceptions:
    1. family members of Romanian citizens;
    2. family members of nationals of other EU Member States. or of the European Economic Area or of the Swiss Confederation, with residence in Romania;
    3. persons in possession of a long-stay visa, a residence permit or a document equivalent to the residence permit issued by the authorities, or a document equivalent to them issued by the authorities of other states, according to EU law;
    4. persons traveling in the professional interest, proven by visa, residence permit or another equivalent document;
    5. diplomatic or consular personnel, personnel of international organizations, military personnel or personnel who can provide humanitarian aid;
    6. passengers in transit, including those repatriated as a result of the granting of consular protection;
    7. passengers traveling for imperative reasons;
    8. persons in need of international protection or for other humanitarian reasons.
  6. Flights to/from Austria, Belgium, the Swiss Confederation, France, Germany, Iran, Italy, the United Kingdom of Great Britain and Northern Ireland, the Kingdom of the Netherlands, Spain, United States of America, Turkey and Iran, are suspended for a period of 14 days, starting with 15.05.2020 (exception: special inter-state organized flights)
  7. The activity of the dental offices is resumed for the non-emergency cases, respecting the measures for prevention and control of the spread of infections;
  8. It is established, starting with 15.05.2020, for all persons coming to Romania from abroad, the measure of quarantine/isolation at home together with the family/relatives with whom they live together, and for those who do not have the possibility to fulfill conditions for the above-mentioned measure or so as not to expose his family, the institutionalized quarantine measure may be chosen in specially designated spaces provided by the authorities.   
  9. Some terrestrial borders are still closed:
    1. At the Romanian-Hungarian border:
      1. Turnu, Arad County (except for the movement of cross-border workers);
      2. Salonta, Bihor county - railway and road (except for the movement of cross-border road workers);
      3. Săcuieni, Bihor County (except for the movement of cross-border workers);
      4. Valea lui Mihai, Bihor county - railway and road (except for freight railway traffic);
      5. Carei, Satu Mare County.
    2. At the Romanian-Bulgarian border:
      1. Negru Vodă, Constanța County;
      2. Lipnița, Constanța County;
      3. Dobromir, Constanța County;
      4. Zimnicea, Teleorman County;
      5. Turnu Măgurele, Teleorman County;
      6. Bechet, Dolj County (except for freight traffic).
    3. At the Romanian-Ukrainian border:
      1. Sighetu Marmației, Maramureș County;
      2. Isaccea, Tulcea County.
    4. At the Romanian-Moldovan border:
      1. Rădăuți-Prut, Botoșani County;
      2. Oancea, Galati county.
    5. At the Romanian-Serbian border:
      1. Iron Gates II, Mehedinți County;
      2. Drobeta-Turnu Severin, Mehedinți County (except for freight traffic);
      3. Orșova, Mehedinți County;
      4. Moldova Nouă, Caraş-Severin County;
      5. Naidăș, Caraș-Severin County;
      6. Vălcani, Timiș County;
      7. Stamora-Moravița, Timiș County - railway (except for freight traffic);
      8. Lunga, Timiș County;
      9. Foeni, Timiș County;
      10. Jimbolia, Timiș County - railway (except for freight traffic)
  10. Starting with 15.05.2020, it is allowed for people to move outside the home/household, inside the cities, in compliance with measures to prevent the spread of infection and avoid the formation of pedestrian groups larger than 3 people who do not belong to the same family.

At the same time, public parks are open again, except for children's playgrounds and in compliance with the general prevention and protection measures.

  1. It is forbidden for people to move outside the city / metropolitan area with the following exceptions:
    1. travel in the professional interest, including between home / household and the place / places where the professional activity takes place and back;
    2. travel for humanitarian or voluntary purposes;
    3. travel for agricultural activities;
    4. travel for the marketing of agri-food products by agricultural producers;
    5. travel for the administration of a property in another city or issuing documents necessary to obtain rights;
    6. travel to participate in programs or procedures in treatment centers;
    7. travel for other justified reasons, such as caring for / accompanying children / family members, caring for a relative / relative or dependent, assistance for the elderly, sick or disabled, death of a family member;
    8. travel for medical care that cannot be postponed or made remotely;
    9. travel for individual recreational-sports activities carried out outdoors (cycling, hiking, running, boating, mountaineering, hunting, fishing and others) with the participation of up to 3 people.
    10. travel for participation in family events with a limited number of people and compliance with the rules of social distance;
